But there is abundant and highly sophisticated technology to be found among all advanced species and technology is no longer the great force multiplier that it once was. It is true that just as leaders have never been more effective than the people around them, even if equipped with sophisticated technology, the poorly trained and ineffectively led can never perform at their best. Consequently, competence has now replaced technology as the force multiplier in this era of interstellar travel."
